Ordered "free" CD, charged charge card for shipping said I'd be billed $29.95 month if I didn't contact them ripoff

I was contacted about a free cd, which I ordered for grant research. My credit card was billed $4.95, for shipping. Then I find out that if I don't cancel the "GSA" membership, which I didn't even know about or want, I will be charged $29.95 PER MONTH. This is definately a scam to get money from people unexpectedly and covertly.
