Ripoff, company did not provide report and continues to charge me $79.95

After two years of contacting CCI requesting they cancell my account, I just received another charge from them on my credit card for $79.95. Never did receive a credit report!
Isn't it illegal for them to continue placing charges on my credit card? Has anyone been successful in getting a refund?
