Ripped-off and never seen my money! Can u help?

Well it has been about 4 months and this company or whatever you may call them has been giving me the run around! I have called several times and the response is "Dont worry your money is in the process of refund!" also they have stated a specific date to refund my money and i sure havent seen it! So if anyone has any suggestions about this "NEXEL" company than please inform me!
