Ripoff deceptive company took my money and gave me nothing in return

In October of last year, I received a call from a company telling me that regardless of my past credit history, whether it was bad or I had just not established credit, they were offering me two credit cards, a Visa and a Mastercard with up to a $5000 credit limit.

All I had to do to receive these cards was pay a one time fee of $239 that they would take straight from my bak account. Having never had trouble with a business before, I naively provided them with my bank account number and they took the money in the middle of november.

I was told that I would receive a package with all of my information with 10-14 busines days. I waited, nothing ever came. I waited...

Fter about two months of receiving nothing I called my bank to dispute the charge only to learn taht after 30 days the bank can do nothing. I had to take it up with Nexel.

On March 14, after five months of waiting, I called Nexel and spoke with a man named Dave Simmons. He told me that due to Christmas there had been a back up of processing orders and that he saw that my package was still waiting to be shipped out in the processing center and he would have it out right away and I should receive it within 14 business days. I told him that I am a student in college and that I really need the money and that since it hadn't been shipped yet that I just wanted the money put back into my account and forget about the card.

He said that I can not get a refund until I receive that package and then I have to send it back and they can reprocess my order and perhaps give me a refund. When i asked to speak to a manager, he told me that he was a manager. I still have not received my package.

I don't understand how a company can do this and get away with it. I am 22 years old and I am paying my way through college. I needed that money or that card. Isn't here something that can be done? I know this is not legal.
