Ripoff fraudulent charges to credit card

This company charged my card for 9.95, an amount exactly the same as citi credit monitoring service. This was a new card. I believe that Citi outsources their monitoring service and am wondering if there isn't a connection. I am sure they are making big money off the people who don't notice the extra 9.95.
