Employee abnormal behavio

I notice oscillating behavior of an employee of the National Hispanic University
which is also not a very safe thing for anyone when he tries to start fights on a
property and makes unstable statements. He is also a traitor which makes it dangerous or even lethal to have such a person on the same property. He is a chicken too.

Many things have been tried such as being very nice, nicely counseling this person, nicely modifying behavior, and trying fun friendly team and loyalty building exercises.

Nothing seems to work and his parents seem to either not care to correct the abnormal behavior and/or they support it, making them abnormal too while they spoil a child and grow him into an adult devil which he is now, adult.

No one escorts this person off the property either and he has not financially contributed nor does he prove himself to be fit to stay on the property if he insists on disturbing the peace.

This is extremely disturbing and it must to corrected at once.
