Ripoff fraudrulent letters concerning window replacement

My all stucco home was built without any flashings or caulk first rain storm all the windows leaked.
Builder has sent me a letter saying he is committed to replacing and installing the windows the correct way.

The letter has an installation date of april 15th. It is june 7th and i am being ignored, all i have is this worthless piece of pape
