Joe is a fraud. He failed to complete the work I paid him to do

Joe was hired to replace some stone veneer on my house. He showed up late in the afternoon, worked for about two hours and came to my door and said he was done. I reviewed the work and explained to him he did not replace all of the stone that was quoted. Joe said he would replace the ones I pointed out. He once again he came to my door and said he was completed.

I reviewed the work and it looked as if it was all done (night time). The next day I noticed Joe simply covered the damage stone with mortar. I called him and he said he would come back out. Two months and many calls later Joe is still making excuses and is now not answering my calls. Not only did he fail to complete the work I paid for, he also took off with a few stone pieces that I supplied.
