Used Mulch not Topsoil

When I asked for referrals, he misrepresented the work he had done by pointing to the work across the street from me. After I spoke to my neighbor I discovered that he had lied. When he replaced my front and back lawn he used mulch mixed with faulty sandy soil, not the topsoil I paid for. The seeds he used were old and did not germinate. When I called him to repair the lack of lawn he insisted that I had to wait over two months before the lawn would bloom. The "soil" had become a solid mass of clay when it rained and what little grass wanted to grow couldn't, I had another gardener look at the soil and he confirmed what I suspected.

I decided to cut my losses and just start from scratch... But the season for germinating a lawn is over... I had planned to sell my home and was in a rush to get this done. It turns out that they have left their business cards in many other doors of my neighborhood with the same misrepresentation. They follow other gardeners around and pretend it is their work.
