Overcharged electric bill

I shifted in to a new condo in a personal home on july and was spend my electrical statement promptly each month. On sept that exact same year I'd obtained and electrical bill that mentioned "quantity due none", and so I named the organization to discover if there is a mistake on my statement. They explained that since I'd overpaid on my last statement the rest of the was rolled-over to another month, meaning I'd compensated two expenses in a single month. Subsequently in the month of oct I'd obtained exactly the same statement declaring "quantity due NONE", and so I named con edison again. On nov they ultimately chose to deliver an inspector to my condo to determine that which was the issue and his reaction was the meter container was eliminated so that they could not obtain a reading. After I requested con edison who'd result in eliminating the meter container for my condo they stated that I'd to biscuss that with my LANDLORD who existed about the first-floor within the same home, and so I did. Their reaction was there is a surprise and also the breeze blew the meter container absent, which con edison was accountable for repairing it-which i clearly didn't think. The LARGE SECRET was were was i obtaining energy if my meter package was eliminated. Anyhow this clutter continued until february to create a lengthy history short I've this month alone I'd obtained three electic expenses all due within the same month for $800. I firmly think there's somthing bad happening and that I am likely to reach the underside of it, what must I do?
