Ripped off for shipping charges twice

Bought off TV ad. This vac n steam did not work well with my floors. I returned it to them and they only credited me some of the charges. When I contacted them they said they deducted the shipping charges. Well I had to pay shipping charges when I returned it so they are getting me twice on this.
