Astronomical Return Shipping Charges

I ordered jewelry organizers and the "velvet" was not velvet at all, so I returned them. The total order waas $98.00 so I expected great quality. The return policy says that shipping costs will be deducted from the refund. I paid.$16.00 to return the items and when they sent the items it was Free Shipping. My refund was $62.00! I questioned and customer service said the difference is what they charge for shipping, $9.00 per item and all shipping in one box! Do not buy from this merchant.
