Coastal Empire Enterprises, LLC installed a clean out on an abandoned line and stuck me with the bill anyway

I had a main line clog, Mr. Rooter was called. The guy came out and couldn't reach it through the back of the toilet, so he advised me to have a "Clean Out" installed on my main line for an extra fee so he could reach the clog. After several hours the clean out was installed but he still couldn't get the clog free, and started looking confused. He said he thought I might have a collapsed line instead, and would have to dig several more holes. For 600.00 each hole... When I asked him how many holes he'd have to dig, he said he didn't know. That's when I told him to to pack his things, I'd call for a second opinion.

Turns out the next business day I had some experienced plumbers out... Mr. Rooter installed the "Clean Out" on an abandoned line in my yard, it was completely useless, it led nowhere. Plus, the line was bone dry when Mr. Rooter cracked it open, he should've known when he opened a clogged line, and it was dry, that he wasn't in the right line. Anyway, I had to pay the new plumbers to do the job I paid Mr. Rooter to do. It was indeed an ole fashioned clog in my main line.

To make things worse, Mr. Rooter's Owner/Technician, Mark, refused to refund me ANY money. He charged me over $600.00 and he did absolutely NOTHING. He didn't install a clean out on my main line, and certainly didn't unclog my pipes. I would advise anyone not to use Mr. Rooter. Since they're a franchise, I spoke to corporate and they can't do anything. Oh, and forget about the BBB, all they do is put a sad face next to his record, but they can't really help in these situations.
