EKM Construction got paid but did not fulfill the contract

Emmanuel Menash, a license contractor #114588 during business as EKM Construction, had one simple task as the contract stated, "level the living room and kitchen with cement and sand. Material and labor." - $2,400. The floors are not level. Any laymman walking into my house can clearing see this. Mr. Menash of EKM Construciton promised on three different occasions to return and correct the problem. He did not. The tiles he put on the kitchen floor are laid in an obvious slop. There is a dip in the living room floor.
