Quoted free estimates yet needed 1/2 money up-front and never showed up... Robbed!

Said they were free estimates of painting to be done. Came in took a look around for about fifteen minutes. Said he needed half the money down so I gave it to him. Said he would be back the next day. Never showed up. I called and called as I gave him half the money, and he returned the call and said that the money I gave him was for his time. Yet when he walked in he said it was free estimates. I called and called, he never picked up and when he did call he said that he was going to call the police for harassing him yet he robbed me. I'm still ver unsure what to do. It's not everyday that someone rips off a four month pregnant woman.
