Owner failed to fix window / give receipt eturn numerous calls after payment complete

Owner John Parisi was informed by his worker and myself that Basement window was incomplete. Special window for my dryer exhaust did not come. Window they put in has a glass panel and only a screen. I have to open the screen to put the exhaust outside when the dryer is working which lets bugs in the house. Furthermore, there's nothing to keep the cold/hot air in or out, the screen will not do it.

It's been nearly a month and at first Mr Parisi kept giving me excuses about why the window has not arrived. After about 10 calls and conversations with him, he stated that he was going to get me a new window at his cost and not to worry that he wasn't going anywhere. Now he doesn't pick up his phone and does not return my calls.

I can't figure out why he, a legitamite business man would stiff someone over a window especially when either he or his company are at fault. He stated to me when we first met that I could pay him after the work is finished and I'm happy with the work. I should have done this because clearly I'm not happy.
