Windstorm Vacuum ripoff

In January I bought a vaccumm for a woman who lives with us with downs syndrome because it appeared to be something she could easily access. It was supposed to be buy one get one free they charged me for two vaccums it was 471.00 dollars they have repeatly said they would get the money back "shortly" but have not returned this to my account.

It was paid with debt card please tell me what to do the we call the phone number and they put you on hold and then hang up after about 20 minutes and when i email they send a genaic email saying they will get back in 24 hour and never do or say they will return my money and have not yet done so please tell me what to do thanks
