Illegally billed for unordered merchandise ripoff

Fox Electric Supply Inc. Shipped me 12 smoke detectors in May although I only ordered 1 via their website. They only charged me for the one I ordered at this time.
I sent them a letter via email at this time and explained they shipped me 11 more than I ordered. They did not respond.
Eight months later in January they called me to ask for them back. Although according to both state and federal law it is illegal for a company to bill for unordered merchandise and the consumer is under no obligation to return any of it, I did decide to return half of them to them and keep half for my inconvenience. I had no idea they were going to bill me for these items as I assumed every company knows the law about this.
In January I noticed a charge from them on my credit card for all of the unordered smoke detectors plus an additional $24.72. I called them to discuss this matter and quoted the law to them about unordered merchandise. They hung up on me.
When I telephoned again, I was told to go ahead and sue them.
They have not responded to the 4 registered letters I have sent and they have refused to remove the charge. They put a credit on my credit card for the 5 items I voluntarily returned, but federal law states their charge in the first place was illegal.
They ignore the law and their actions have shown that they intend to make a customer pay for THEIR mistake (mistake or scam. At this point because of their unprofessional behavior I do not know which).
I have filed complaints against them with the BBB of greater DC, with the Pennsylvania Attorney General's office, with the Federal Trade Commission, and with the Massachusetts Attorney General's office. None of this has motivated them to remove their illegal charge.
The next step will be small claims court this month.
