Plumber with no permits Disappears mid-contract

I hired this contractor, VA licenced electrican and Plumber (class b licence number 2705018660) to install a shower stall in my half bathroom. The work was never finished and the plumber retained all of the supplies which I had already paid for. After 60 days, the plumber cursed at me when I tried to get him to finish the work. He did not get any permits for the work.

Not only was Lendale Servies' work incomplete, it was very shoddy. He installed pipes to my sink backwards, leaving the cold on the left and the hot on the right. He removed a ventilation pipe from my basement, which left an open hole, three stories up in my roof... in February, one of the coldest month of the year here.

I can only assume that the contrator was in over his head and didn't posses the skill necesary to complete the work. Live and learn, and always check out a contractors references, and state licence status, I wish that I had.
