Tony Hays - People's Plumbing Did shoddy work and won't return money they didn't earn IL

I called People's (from the phone book, because they claimed to be "licensed, bonded, and insured—ha ha ha) to replace my water heater. While the two men were here—Tony Hays and his partner "Mike"—they claimed that they could do other work that was needed on my house.

When I ran out of money, Mr Hays led me to a predatory lending company, then for several weeks claimed to need money "for materials" and in the end, took over $4000 from me. At most, he and his partner did $1200 of exceedingly shoddy work.

Their partnership crumbled because Mr Hays claimed Mike was a drug addict and stole work from him. Mr. Hays, once he got the money, began to make dozens of excuses as to why he could not keep appointments. Then, when his excuses ran out, he first sent his son to do the work—which was over his head in terms of complexity—and then claimed he had to bring in another man, who would require an additional $1500 to complete the work. When I told him I wanted my $2800 returned, rather than pay the extra $1500 for the work that still needed to be done, he became rude and combative and finally admitted that he had spent all the money already. I found that his alleged business addresses are not valid; I have no way to contact him in writing and so I am going to have a very hard time filing the lawsuit he so richly deserves.

Tony Hays is a con artist and does terrible work, He has no license for any of his business activities and he takes advantage of people who are already in bad situations.
