Multiple Dell and Vista problems - Inspiron 531

I have had a number of problems with my inspiron 531. The latest problem is not yet resolved. The technician wanted to reinstall all th esoftware. His credibility was low with me in dealing with the problem. I would like to talk to someone whose first language is English and can resolve the issue and explain to me in first languageEnglish just what needs to be done, th etime to do it, the risks. I would also liek to have an explanation that is reasonable and clear as to why my relatively new PC froze because of the tremendous amount of temporary files stored? Why are all these temporary files stored? Why aren't they automatically deleted, etc?
