Take orders without checking on stock

Having had the opportunity to buy the product while back home, found a better deal on line. I contacted them, ordered the product, they charged my PayPal and confirmed order and imminent shipping.
Then 3 weeks later I get a message from PayPal saying my account has been credited back money (now on Paypal, and not returned to my credit card by the way).
I email the supplier who then tells me, 'oh sorry, but we're out of stock; but hey we returned the money."
Given that I needed the material now, I've lost 3 weeks.
That they didn't have such immediately in stock, fine, but at least they could tell me when first ordering, there might be an issue - and I could have made contingency plans; and when crediting me back, they could also have contacted me as a courtesy.
