Haven't received merchandise that I paid for

I ordered a pair of shoes from 1jordanstore and it said it was shipped out on October 13th I've been in contact with them without much help because as far as I can see and with the United States Postal told me is that my merchandise never left China and I've asked them numerous of times to follow up on this or send another pair to no avail. I've asked for a contact number and or refund without any cooperation on their part I'm trying to get my merchandise or my money back
