Purchased used car, been in their shop 7 times since i purchased it 8/26/04. Owner continues to tell me he fixed it and it keeps shutting off while driving, lose all power in the steering, very frightful when you're driving

I have asked the company many times to repair the problem which they insist they have but it continues to shut off while driving and loose all power including steering. I have gotten computer diagnosis reading from a reputable Cadillac dealer and brought the findings to the dealer and again he says he fixed it when i asked for the repair work order as to what was done he has not produced any paperwork to me, it has been over 10 days since i requested this information.
