Ups drivers parking

It happened again today, went to pick-up my wifes perscripton drugs @ cvs drug stores as usual and ups delivery van was parked across all handicapped parking spaces, being handicapped myself i had to parkdown a couple a rows. The woman driver of the van kept up unloading and going back and forth with packages. I confronted her about using the spots that she was blocking but ignored me with no answer. She then jumped in her van then speed off. I am in moreno valley, calif. They better teach their drivers laws
