GMC / Bob Neill Pontiac GMC "Special Policy" can't fix windshield wiper moto

A Technical service Bulletin was issued for my 1997 GMC Jimmy. The winshield wiper motor was known to fail. I received this notice in the mail, but when I took the car to BOB NEILL PONTIAC/GMC, the fun started. After being told on the phone that I didn't need the letter, I took the GMC to the service department. I got a phone call from Rich stating there was no recall, no TSB, nothing, and I would have to pay for the repair. I gave him the TSB number, as well as the GMC recall number. Still, no covered repair, and he continued to insist there was NO RECALL.
In calling another GMC dealer, I was told there was a "Special Policy" that stated the wiper motor would be fixed as it failed without warning.
When I called BOB NEILL back, I was told "Well I've got that policy in my hand, and it's expired". Yesterday there was no policy, and today it's expired??? This is not the first time I've had bad service from the service department, but it will certainly be the last!
And, that's BOB NEILL PONTIAC/GMC in Winston-Salem NC, be warned!
