Mex towing damaged my toolbox

Owner of company damaged my toolbox and begged me not to make a claim on his insurance. He offered to have it repaired and declined payment for the transport of my toolbox. I told him I would allow him to have it repaired as long as it was srtaight and square and I also gave him the paint to match the bottom so he wouldnt have to buy the paint. Needless to say the repair was a joke and he got real stupid and refused to get it done right or even pay for the paint. How can he even be allowed to transport a car when he can't even move a toolbox without damaging it.
