Illinois toll payment, $15 fee

Like some prior grievances we visited to Detroit within an Business vehicle. We paid 5 or 6 tolls but we did skip one $. 95 cost by going right through the I pass street. We recently obtained a statement for $15.95 from Business. Per the Illinois tollway site, nothing may happen before you skip 3 tolls in a-2 year time.

We're attempting to determine why a $15 charge is billed when Businessis workplace is in Lombard as the Illinois Tollway Organization's workplace is in Downers Grove. We'd be pleased to spend the $. 95 but were never provided an opportunity by Business. What's the purpose of the quantity to contact if no body is actually there?
