Poor bumper paint, with false promise to fix

I was rear ended two weeks ago in April 24; it was a lowspeed impact with only scratches on the bumper and broken support tabs underneath. The other insurance company paid for the replacement and a rental car while mine was fixed. I pick up my car on Friday May 11 and looked over the car I noticed a gap on the passenger side and rough edges of plastic on the bumper from the mold.

Sam, a manager/supervisor at the collision center stated that it would be fixed on Monday May 14. The gap is gone but the rough edges are still there and I was told that that is how the bumper is made and to fix the issue I will have to contact the insurance company. The insurance company told me that they would pay for any additional damage from the accident but not what the repair facility failed to do.

Any one that has experience with plastics, which is a must in body work today, would know to sand the molding off before painting.
