DALLAS AUTO DETAIL AND REPAIR non licensed, no emmision used car sales

I purchased a car off craigslist. The salesmen works for NSD autos. They do not have a business license, georgia dealers license, or sell cars with current emmisions. They buy cheap car and get them running enough to sell. Then they give you a bill will NSD autos on it with an Alabama address which is an empty lot. They do have an Alabama dealers license as far as i know. But legaly you can not sell a car to residents with i n the 13 metro atlanta counties that require emisions testing. You can not sell any car in GA without a dealers license.
