Dollar scam hidden fees bad business practices Jamaica

I used Hotwire to rent a car, they connected me with Dollar Rental Company located in New York JFK Airport. I was quoted a price of $123 however when I arrived at DOLLAR rental car company I was quoted $287. The counter person was very rude and spoke in a disrespectful manner because I questioned how the fees could be so different from the Hotwire quote. She did a lot of double talk and finally we walked out without a rental car. I went next door to budget and a one of their representatives asked me why I left dollar without a rental? I advised her that I booked a car for $123 and now the price has gone to over $200 and I was not prepared to spend that kind of money just for the weekend while my car was in the repair shop. The Budget representative stated those are insurance fees that their adding, they're optional you don't have to take them. Go back she has to honor the hotwire reservation. We went back and I asked the counter clerk did the price increase due to insurance? Reluctantly she said yes. I asked if I could use my own car insurance, she said no. I said okay I don't want any insurance now what's the price? It was around $111 as similarly quoted from hotwire. I said okay I will take it. She said this is a new car and if there is one scratch or mark on the car you brought it, I can give you just liability for $9.00 a day if you want, I said no. I went outside and spoke with my husband who was so upset with the treatment we were receiving from the representative he walked out so I had to bring him up to speed. He said do whatever you want. We had a wedding to attend so we were kinda stuck so I didn't allow her rude behavior to bother me. I went back in and asked about the $9.00 a day insurance and she states that all I was going to give you in the first place. She told me to just tap and initial the screen since it was the same paperwork I had just read. So I did. I asked if my husband could drive, she states no I would have to add him on for $3.00 a day. I said okay just add him on since she had already checked his license. She said I need his ID again. I went outside and retrieved his license and she added him on. Her co-worker states no your husband needs to come in to sign, the representative that was assisting me cut her off said its okay I will take care of it from here and she did some typing on her computer said initial and I left. I returned the car and I was expecting to see a charge of $166.03 but to my surprise the bill was $219.88. I called dollar customer service and was placed on hold for maybe 24 minutes finally when the male representative came online he said the additional fee of $53.85 was a "State Fleet Recovery Fee" and it could not be refunded. This didn't sit well so I called Hotwire customer service since it was their website who connected us. I spoke with Allen who placed me on hold and called dollar. When Allen returned he said oh they said they have your signature on file you initial to add supplemental Insurance for $17.95 a day. I told Allen that was absolutely not true. I explained to him what really happened and he said there isn't anything Hotwire could do. Still not satisfied I called back to dollars customer service spoke with Lawonda who said basically "Oh Well We Have Your Initials", I asked can you replay the video that was taping during the transaction because you will hear us discussing the insurance. Ms. Lawonda said yea we have footage but you will need a court order to get it. My question is why not check the video and if I am correct refund my money but no they just flat out rely on we got your initials. During the conversation I also asked Lawonda if she saw the 3 receipts that were printed? She said yes I said the first two didn't have this supplemental insurance correct? The response was we have your initials and why did you initial it if you didn't want it, you can read right? My fault I should not have trusted the representative when she said she'd take care of it and it's all the same just inital it. I received correspondence from dollar basically telling me that I would not be getting a refund since I had the privilege of the insurance and of course they have my initials. I since have written back to them and have not heard back from Hotwire or Dollar. Afterwards I went online and saw several similiar cases such as mine the supplemental insurance scam by dollar.in my letter I stated I would be seeking out other consumers who had similar problems with dollar to file a class-action lawsuit. I am very serious. Anyone interested please use the site to contact me. I am in the process of getting an Attorney who will take the case.
