Charged my Credit Card without my authorization?

My credit card was charged $28,90 without my Authorization by American Traffic Solution. After going online I can see this might be a charge related to a toll or traffic violation but shouldn't they ask for a payment first of all??? I didn't authorized this charge and I will not accept such abuse from them.
