Ripoff dishonest billing on shipping and handling

I purchased a tranny on 1-27-04 and was told by Joyce, who is a sales person I assume, that the total price would be $600 to include shipping and handling. They charged my debit card $678.00. I have made several tries to contact-mail-email even telephone and was told this issue would be taken care of. Well to this date it has not been resolved (3-14-04). How long does it take to refund the difference that is owed to an individual???
