Overcharged refused to refund extremely rude on the phone

Elow is the letter i sent them which they never responded too

To Whom it May concern
I made a request for a part from RMS DISTRIBUTING USA in the first week of May
the order was made over the phone
as i specifically said to the sale person i would only order the part if it was sent united states postal service
and made a point that if it would be sent using any other delivery method i did not want the part sent
as the shipping would be more than i was willing to pay
i also made it a point to tell the sales person that UPS would
automatically charge approximately an additional $30. At my door
for brokerage fee's and that was the main reason i refuse to use them
the sales person understood and agreed
i then asked for a total price including shipping U.S.P. S
for the item and i was quoted $65 Canadian Dollars
A few days Later there's a knock on my door from UPS
the cost at the door to release the package was a $28. Brokerage fee
i immediately went and checked my Visa statement and discovered also that My account had been charged $90.80
$25. More than was quoted over the phone by RMS
i did not accept the shipment and contacted your RMS distibutor sales office, notified them of the events
and was told the charges would be reversed
It Has been more than 30 days and
i would like to know when i can expect to see the charges reversed on my credit card

Time passed and no charges were reversed
when i was finally able to speak to a supposed manager
i was immediately verbally attacked
in an extremely abusive manner

Was told i would not receive a refund

They were reported to there local BBB but they refused to respond to them
