Expressautoparts.com failed to cancel order as promised billed credit card twice no response to inquiries

1) Placed many orders with them previously, no problems.
2) Placed order in 12/03 with discount coupon but they did not credit the coupon.
3) When I complained, they told me they cancelled the first order, so I placed another order, even larger this time, with a discount coupon.
4) They did not credit the coupon on the new order either.
5) They billed my credit card for both orders, in full, no discount.
6) They have failed to respond to numerous inquiries.
7) Their website appears to be down.
