Payied shipping when I payed for transmission then they shipped it collect so Ipayed shipping again

Bought a transmission from Jeff Madison at Transmission Parts Distributors. I payed the cost of the transmission plus the shipping with my credit card. When the transmission arrived I had to pay shipping again in order to get it off the truck. Ive been trying to get a refund of my shipping but so far Jeff has failed to re fund my money and this is after he told me they made a mistake and shpped it collect. Its been two month.
