License not match VIN

Bought an automobile from Carmax. Attempted to pay for enrollment and discovered that license plate doesn't complement the vehicle VIN. Not able to pay enrollment. Vehicle towed by LAPD. Unable to get vehicle delivered until vehicle registration compensated, not able to spend vehicle enrollment till Carmax rectifies issue. Carmax not returning calls or emails. Not able to get my car. -BRogers
