Car needs new tires at 11000 miles and they refuse to fix that and a seatbelt that never worked!

I bought a 2010 mitsubishi lancer from ricart and was told it had a bumper to bumper warantee. But after 2 months the car started shaking at freeway speeds. I called them and told them they said the tires just needed balanced it was no big deal. So i got them balanced and it still did it. Well after i told them it still did it i was told my car was normal... Until it was raining and i noticed i was hydroplaining A LOT!!! I the oil changed and had asked them to look at it once more and my two front tires were so bad the metal wiring was hanging out! They said it was my fault and that i must be driving crazy. What tire has a 11000 mile guarantee? NONE! Thats bullshit. And my seatbelt in my back seat never retracted but apparently thats not covered by my warantee either!?!? WTH is then? They said the did order it but when i called them about it they acted like they didnt know what i was talking about. They are very RUDE!!! Do poor business and could care less about their customers! I would never recommend doing business with them to anyone! I was told before i went to them to get a car that they only rip you off and thats what they did! Dont be like me and not listen to others because the stories are true! They are liars and cheaters and now i cant even drive my kids in my own car because there isnt even a damn seat belt for everyone and the tires are about to blow! I am a sinhle mom of 3 small children. I cant afford to keep fixing this damn car.
