Emissions failure

Since May I have had my car into 3 Mechnics for a state safety sticker. It is a 2002 Hyundai Elantra that I have taken very good care of. I am 66yr. And need my car. It has been into three different shops since may. I have paid $900. And still no sticker. I have written to the AG office in Concord and spoke to a woman named Cathy. She said she would see what my options are. Could someone contact me to speak about this. I really believe it is not the mechanics but the emmissions system the state is running.
