Gas station oil ripoff fraud. Not just a oil change

A local area service station located on Malta rd (rt38) Malta IL
has been misleading the residents of Dekalb county for over 1yr.

About 6 months ago i was headed for a routine oil change. I decided that i would save some money and drive a little further than usual and Head towards malta, Where i remember seing a sign posted that read; OIL CHANGE
$ 9.99
So When i pulled in i was Greeted by a 70 yr old gentleman (owner)
Which was more than happy to change my oil. After 15 min of chatting with guy I was then presented with a bill for 20.99 and with tax it was about 21.45

I must say i was a little peturbed, but i mentioned to him that i said "sir" this cant be correct, Your sign comming into town (headed northbound0 reads $9.99

He then replies; Oh does it, Well must be those damn kids in the neighborhood Again... Which is a total lie because the sign closest to the bld (heade southbound) reads 20.99, Now i'm no genius but it seems to me that if the price was changed then it would've read; 29.99 so you see, that is my story
