Anti-theft device

Has anyone in the past ten years been able to sleep or go out in public without being assaulted by ford vehicles loud an d even more offensive horn honking anti-theft device (they can make it quieter) they don't care about you -they just want to bring attention to their cars. I had to move from a home i loved because it was near a parking lot - now at my new home my neighbor's all drive ford's and honk every single time [twice} when exiting their vehicles.
