Falsely charged for replacing a part in my van which took fewer hours than they said

I was working on the replacing the distributor/rotor on my van and also needed to replace the fuel pressure regulator. I had the passenger seat out and the dog house off. According to my manual and talking to them at North Country, the fuel pressure regulator is under the plenum which is very hard to get it in a van. I brought my van into North Country Tire, got a quote, and they went to work on it.

Got it back the next day. They then told me it wasnt under the plenum after all, but right under the distributor. A five minute deal! They charged me the full price of the quote minus the price of a gasket they didnt have to replace, because low and behold, they didnt have to pull the plenum. Also, Id already removed the seat and dog house. Do you think they took that into consideration? They had easy easy access. $300 for a $50 part and about 20 to 30 minutes of labor to diagnose it and put the part in, Id guess.

I called and asked how they charge. The guy said they have the standard book and the computer comes up with all the prices. They have no room to deviate from them. I think I know when Im being handed a line of bull.
