Thomas Thompson Paid for service, sent the core, recieved nothing after three months and no refund possible

I would like to begin by stating I am a used car dealership with a small but busy service and repair center. We work on new incoming vehicles and customer vehicles. We spend several thousand dollars a month on automotive parts.
After submitting a parts request on a search tool;
August 18 Thomas Thompson contacted me by email stating that he might be able to rebuild my transmission control module. I had already provided my vehicle type, year, vin, and transmission computer number and transmission type. The non function transmission control module and a check for $215 ($15 RETURN SHIPPING CHARGE) were shipped to him in late august.
Apparently he never researched my particular transmission control module. After several phone, a couple weeks and a couple heated discussions, Thomas Thompson believed me that I had sent him the transmission control module for an Audi A6 (3.0 liter CVT trans). He stated that he was not able to rebuild a sealed unit such as this one and that he would have to find a functioning transmission control module. Of course he needed all the money upfront before he would buy anything (STUPID ME!!!).
We sent him a check for an additional $145, and then he stated that he had a unit but he needed an additional $200 from us to buy the unit. Approximately a week later he had a grand total $564 from us.
October 3 he informed us that the particular unit had been sold and was no longer available. He would begin another search.
We began emailing and phoning him weekly trying to get an update with almost no response from him.
November 6 I sent him an email informing him that we could not wait any longer for him to find a transmission control unit. I left him a voice mail and email stating to cancel the order and provide a refund to the company.
That day I ordered a transmission control module from the Audi dealer for $1100. It will delivered from Germany within the next two weeks.
Thomas Thompson called me back that day, not to say he had a unit but to inform me that he does not provide refunds, even if he has not provided any service.
We will not be doing a future business with him. None of our national or regional suppliers would ever work this way. If I charged my customers for service and provided none I would be out of business.
