Will not return title, extortion

Purchased a car from an "Andrew", "Alex", or "Aubrey" (he keeps changing his name) and paid for the car in "As Is" condition. This person will not return phone calls in order for me to get the title to the car. He said he wanted to wait until the check cleared, but will now not respond to phone calls or emails. He also sent me a letter with a bill for repairs stating he wants this paid or he is going to repossess the car.

BEWARE! Having him reported to DMV and the television stations to do a fraudulent person doing business. He goes by "Andrew Svart", "Andrew Silva", "Alex Svart", "Alex Silva". Too numerous names to figure out.
