Ripoff deceptive company

Ordered chrome wheels from Lucky's Tire and Detail. Started to peel within a few months. Called to inform the company. They said to send them back.in return they would send my replacement wheels (new). Till this day I never received the replacements.

Everytime I call it is a different story. They won't give me a tracking number because they never tell me the same shipping company they used. I spent $800 on the wheels, $200 to ship them back, and $400 for 17inch tires.

The place where I bought the tires will not refund me my money because The tire are now considered used. I need help. What can I do. I live all the way in Tennessee.
