Sold a defective automobile, didnt fill out the Title or Bill Of Sale correctly

Sold me a car that broke down on the way home. They also didnt fill out the Bill of Sale or Title correctly so now the DMV will not accept what forms I have and they were very misleading in every action. I am unable to reach them by phone and have heard reports that they have moved locations so now I am stuck with a broken down vehicle that I cant get a tag or title for!!
