$500 initial deposit ripoff scam by Hillside Honda sales manager Mr. Mohamad Chowdhury and General Manger Mr. Joe Shuste

I made an enquiry to buy a honda accord 2009 through honda's website, I later received an email from hillside Honda dealer,

She asked me to come in person to discuss further more regarding the financial options. During my visit on saturday 04/11 I was asked to pay $500 by Mohammad Chowdhury (a sales manager), and was told that the amount will be fully refunded if I don't like the APR and the monthly payment amount. Later today 04/13 they gave an option something called ballon loan or to take a straight loan option for 48 months with 17.5% interest, since the monthly payments and the APR was too high I refused the deal, the manager Mr. Mohamed then said thats the only thing he can offer. Since I cannot offord that huge monthly payments I asked my money $500 and he said no money will be refunded either you take the deal or forget the $500, as I said I will have to file for a charge back he said let me see how you get the money back.
