Delayed refund slow prossessing

I traded vehicles and my new finance company paid Arcadia off but a payment had been deducted from my checking account before the payoff check was recieved.

Arcadia posted pay off on March 21 and when I asked about refund I was told they wait 15 days before sending refund. It is April 15.. So where is my check?
