Paid $1,000 to repair the van but it wasn't did not get any money back

Took the van to be repair, I explain very clearly to Frank, the maneger that I did not wish to have any work done on the van endless he was sure It would fix the problem, Frank then said he would not take any guesses, and would not do anything endless he was sure it would take care of the problem.

I picked the van up and while driving it discover it was the same, I then call Frank he stated that there was one more piece to change, I took it back, he change the piece and it was still the same, I call Frank again and he refuse to give me my money back.
