Legacy Ford Dealership deceptive advertising

I recently saw an ad in the Ft. Bend Herald that stated "push, pull or drag your vehicle in and get 3500 dollars in trade in". Well I drove my car down there and they informed me this was not exactly how it worked and I would have to fill out an "air clean act form" and wait for an voucher if I was approved. This amounted to a low income type thing with so many stipulations you had to pass to be eligible I dont think a budist monk would qualifiy. I expressed my concerns about this "modified bait and switch" and told them after 40 years of buying cars from them there would be no repeats.

I am just concerned that others my fall for this scheme and end up losing their trade in value and being sold a car too expensive I think it is a shame they would have to stoop to these tactics to a car.
